The scolding of the sparrow is evident as the cardinal does want its space. I don't see them do this often but if a sparrow gets to close to the seed where he is eating he will object. Because of the conflict they both are blurred in the photo.
I did get a more peaceful pose of the cardinal and a sparrow near by, both busy eating. The cardinal never stays very long so I can only share what I could get.

They are competing for food
It's the same thing at my feeder, even between birds of the same breed. Often they fly in the feathers, it is to the one who will have the seed that the other coveted.
